What does it mean to be "Endorsed"?

My friend says he got endorsed by a drumming company and he has to pay 1500$ to be endorsed by them and gets discounts off products if he shops on their online store, Now I thought that to be endorsed they gave you their stuff for free, I'm thinking this is a scam to just get his money. Any thoughts to shed light on this subject?
