Who attacked us at 9/11?

I got a question no one has gave me a clear answer for still yet today. Bin Laden attacked us on 9/11 and in retaliation we sent our massive military to Iraq and later to Afghanistan. I agree Sadam needed ousted, but why did we wait and attack Iraq instead of going after who attacked us?
